JANA NAYAK CHAUDHARY DEVI LAL

Haryana, a small State of India, produced a galaxy of luminaries who distinguished themselves in varied fields of Indian polity during the 19th & 20th centuries. They made a permanent niche for themselves in the political, social, religious, and economic, agrarian and literary scenes. Through their sincere efforts, they created all around awakening, which made its own contribution in India's freedom struggle. They made sacrifices of the highest order. Chaudhary Devi Lal was one of these great personalities. He was a friend of the poor His contribution towards the betterment of the lot of peasants, tenants and other downtrodden was monumental.

Chaudhary Devi Lal was one of those first generation political leaders of independent India who provided the link between the times of freedom struggle and times since achievement of Independence.
Inspired by the ideals of the veterans of the freedom struggle like Mahatma Gandhi, Lala Lajpat Rai and Shaheed-e-azam Bhagat Singh he abandoned education rather early to fight as a foot soldier against the British. He was an active participant in Mahatma Gandhi’s Civil Disobedience Movement. In the process, he spent more than four years of his early years of life in Jail.

He strongly believed that the peasantry is the back bone of India. Though he was himself the son of a big landlord he was very keen on giving a fair deal to tenants and the backward classes, especially the Dalits. He stood for enfranchisement of lands held on tenancy and led a movement in their favor.
Chaudhary Devi Lal was also deeply inspired by the ideals of Acharya Vinoba Bhave and participated in the Bhoodan Movement. He stood for modernization of agriculture. He was a strong supporter of induction of High Yielding varieties, technology, water conservation, development of agriculture, and most importantly remunerative prices for farm produce. It was during his tenure as Deputy Prime Minster with charge of Agriculture portfolio that true beginnings were made for the establishment of the National Policy on Agriculture.

Rural development was close to his heart. As Deputy Prime Minister, he gave a new direction to the planning process and called for significant enhancement of resource allocations for rural development. He wanted the Co-operative Movement to be strengthened too.
In the true Gandhian tradition, he urged for development of artisan oriented employment in the rural areas.
Chaudhary Devi Lal also wanted meaningful investments in education, especially in manner relevant to employment for the youth.

Chaudhary Devi Lal was truly a pioneer in in creating a genuinely welfare state and worked for the social security of the aged through provision of Old Age Pension. Simultaneously he addressed the concerns of the youth in terms of education and skill development.

He was the main architect of Haryana, the creation of which as a separate State materialized in 1966 through his ceaseless efforts. The features of the model of administration he believed in were balanced with regional development, welfare of the lesser privileged and decentralization.
He was a true secularist and abhorred involvement of business houses in politics and advised his followers to keep the business of politics outside the politics of business. He stood for probity and high standards in public life.

He wanted the emergence of a strong “third force” in politics and made historic contribution at the national level through his towering personality and vision.  The manner in which he gracefully declined the position of the Prime Minister of the country though he was unanimously elected as a leader of the Parliamentary Party in 1989 will go down in the annals of India’s political history as a rare and supreme example of selflessness.

Chaudhary Devi Lal was truly a national leader, as his parliamentary career would reflect.
Chaudhary Devi Lal, like Mahatma Gandhi himself, had the rare capability of totally identifying himself with the masses. The dress he wore, the food he ate, the language he spoke and the interests he unfailingly fought for were those of the masses.

He has done his bounden duty with utmost sincerity and diligence subjugating his personal and family interests to those of the greater cause of the society. Destiny chose him, a farmer, to lead the affairs of the State and his commitment to the cause espoused so passionately by his father the Jana Nayak Chaudhary Devi Lal. As Chief Minister of the masses he raised the bar for the quality of life of the people of the State of Haryana. His administrative acumen deserves all accolades and his model of governance and putting Haryana at the centre stage of the economic map of the world is a journey causing awe and inspiration to all the leaders of the country. History judges each one of us and ages will mark Chaudhary Om Prakash Chautala as a Statesman no less than the Bismarck of the continent.

In 1999 when he assumed power in circumstances where the State had reached near lawlessness and bankruptcy due to corrupt and inefficient rule, he not only provided stability but led the State towards an era of unprecedented prosperity. With the courage of conviction as his hallmark, Chaudhary Om Prakash Chautala ushered in accelerated industrialization and strong fiscal discipline. This, along with his courage to make Haryana the first State to introduce VAT, forced even his political adversaries to acknowledge his administrative acumen in the Parliament.

Another significant landmark was achieved by him when he led Haryana in successfully pleading the case of the State for getting its share of the river waters through the SYL canal in the Supreme Court.
